The provincial government of Cavite has granted original proponent status to San Miguel Corp.’s unsolicited proposal to build a 27 kilometer expressway which will run from Cavite to Batangas.
Renato Abutan, chairman PPP selection committee, said the original proponent status given on June 30 gives SMC the “right to proceed with detailed negotiations and if successful , to exercise the right to match the best comparative that may be submitted during the competitive challenge process.”
The tollroad will traverse the municipalities of Silang, Amadeo, Taytay, Indang, Mendez, Afonso in Cavite and Nasugbu Batangas.
Abutan said the PPP selection committee would now proceed with the competitive process which is a mandatory process that is designed to solicit comparative proposals from the other potential proponents.
San Miguel’s expressway portfolio currently includes the Tarlac-Pangasinan-La Union Expressway, the Southern Tagalog Arterial Road, South Luzon Expressway (SLEX), the Skyway System, and the NAIA Expressway.
Metro Pacific Tollway’s Corp. has a similar expressway alignment proposal from the Department of Public Works and Highways — the P22.4-billion Cavite-Tagaytay-Batangas Expressway Project.
The Public Works Department granted the original proponent status to MPTC for the construction of CTBEX in 2018.
CTBEX is a 50.4-kilometer expressway that will connect Cavite and Batangas, with a spur road to Tagaytay City and ultimately terminating in Nasugbu and another spur road to Tuy, Batangas.
