
The Human Settlements Adjudication Commission (HSAC) has declared as invalid the election of officers to the biggest private homeowners’ association in the Greater Manila Area, less than two months before the next scheduled voting of residents.
An HSAC decision promulgated on September 23 said the election of Diego Berones, Teodoro Ocampo, Noel Mendoza, Romeo Naga, Danilo Amul, Delma Fetalvero, Joel Javier and others as Greenwoods Executive Village Homeowner Association, Inc. (GEVHAI) officers were null and void “for disqualifications made in violation of the Magna Carta for Homeowners and Homeowners Associations.”
HSAC ordered the election committee to hold another voting of officers within 30 days after the decision is considered final. The officers can still appeal the ruling.
The complaint against GEVHAI stemmed from a complaint filed by a resident Kenneth Mark Garcia, who was disqualified by the election committee for running as chairman of Area 1 supposedly for non-payment of monthly dues.
HSAC, however, said “the magnitude of disenfranchisement is sufficient to declare the election held on December 1, 2019 null and void.”
GEVHAI covers the cities of Pasig, Cainta and Taytay, It is estimated to have an annual income of around P100 million on the back of association dues collected from homeowners and other revenue sources, such as construction fees and release of vehicle stickers.
An estimated one thousand households reportedly reside per area of Greenwoods Executive Villages, which are said to be a viable source of votes for politikos in Pasig and Rizal.
