
But Senate Office of the Sergeant-At-Arms (OSAA) was able to serve the subpoena to Duterte economic adviser Michael Yang and four others – Procurement Service Administrative and Finance Group Director Cristine Marie L. Suntay, Governance Commission for GOCCs chairman Samuel G. Dagpin Jr., Girlsh Siltaldas and Maynard Ngu.
OSAA said subpoenas could not be served at 14-A One Mckinley Place in Bonifacio Global City, the address given by Huang and Dargani as the condo unit has been vacant for the last three years.
OSAA said it also failed to serve the subpoena to another Pharmally official, Twinkle Dargani, because she has vacated her address at GoldHill Tower three months ago.
Pharmally, which was formed only in September 2019 with a P600,000 paid-up capital, is 40 percent owned by Huang with Mohit holding 30 percent and Twinkle 10 percent. Other stockholders of Pharmally are Linconn Ong (16 percent) and Justine Garado (4 percent). All claimed to be Filipino citizens.
Other individuals who were not served the subpoenas were Hernan D. Biron Sr. of Phil Pharmawealth, Ferdinand Ferrer of EMS Components and Roberto Nazala of Wellness Lifestyle.
The Senate Blue Ribbon Committee has subpoenaed these 11 individuals to shed light on what Senator Ping Lacson claimed as “large scale corruption” in the Department of Health and Department of Budget and Management’s procurement of overpriced medical equipment and supplies and protective gear at the height of last yea’s lockdown.
Lacson wants the Senate to focus on former Budget Undersecretary Lloyd Christopher Lao and his role in the anomalous transactions, specifically the awarding of P8 billion worth of overpriced face masks, shields, gowns, and other medical supplies from April to June 2020 in the middle of a pandemic using money borrowed by the government.
Lacson said the Senate should dig into Yang’s ties to Pharmawell after he introduced officials of the Taiwanese firm to President Rodrigo Duterte in 2017.
